We use to cut & paste, and hence the wording in the ann. "substantial" may or may not have any bearing on the nature of the CR. They simply used the last request with a new date...!
If it was intentional, then it may imply a significant (substantial) change to AVB, in this instance, turning into a miner...! (i wish lol)
