My read of the miningweekly.com article:
Requirements before signing off on the finance have been given to POS and the Company is currently working through these (cost cutting, etc).
The knowledge of what these requirements are is giving the Company the confidence to make the call of funding being wrapped up by the start of next year.
Every minute brings us closer to that point.
