Sure they can touch it. In fact in the U.S. they are in the process of forcing anyone who deals in Bitcoins to follow the general tax rules of a dealer. Bitcoin is more like a childs toy. The only place you can use them is on the internet and there are only a handful of companies that offer certain discounts for bitcoins. Try and take them to your supermarket or fill your car up or cash them in for dollars at your bank!
Just another scam to get peoples money!
