Fear of severe punishment!
Dubai is another safe place. Nothing gets stolen.
Why?
Because thieves etc get punished something shocking.
Here in Oz we have youths of a certain ethnicity knocking up 300+ convictions for car theft and home invasion with no custodial time given.
Over there they wouldnt be able to thieve repeatedly because they'd have no hands...........
