I'm willing to cut him some slack for the period 5 years ago.
That was during the GFC when we know that he had a lot on his plate. Also, GIP was lumbered with an offtake agreement that locked them in to too low a price and hadn't figured out how to deal with that.
I don't think it's fair to blame Kenny for not arranging financing in those circumstances.
