"Im sure there is some fat in admin...."

There has always been peetey. In every Admin department, not just in PLV), there is some fat that could be easily trimmed back a fair bit. The point is though, that when you trim the fat, the pyramid building will stop, and that is not what people in Admins are aiming for.
And, when the bean counters tell them that the costs will have to be trimmed in order to make profits and or survive, more times than not the fat will be trimmed from the blue colour workers instead.

I have seen that happen times and times again, and all I did at the time was just to shake my head and walk away.

When the shit usually hit the fan, the first thing the Management will do is to reduce the work force where the money has been generated from, and put more into Admin to try and sort out where they went wrong. What the hell!!!
