with regards to the decision being made in the public interest, does that also imply it will be made with disregard for the law?

in this instance does the law comment on public interest? is the minister able to make exceptions? to change law so to speak?

i'm wondering

my guess is he's just saying that to take any pressure off himself.

and how exactly does one define public interest and apply that definition? a very grey area i feel. one could argue a strong case of public interest for both CAZ and RIO ... where would that leave the minister?
