Any chance they don't want any more retail holders in the stock? i.e. take your $21m, get the SI's and insto's in, and then make sure the retail take up is paltry as you got the money you wanted anyway (given they are obliged to do a SPP)? Or is is that too far down the conspiracy theory path?
