It is quite easy to make an appointment with LinkMarketServices and visit their office and search the register. I have done this, and it works just fine. (DTE would not provide me with a top20 list after the big sell-down so I eventually sought and received permission to search the register - which is every shareholders right)

Armed with a list of top20 holders, one can work out if any of them are buying or selling. You don't get to see a list of shareholders, but you need to search for holdings by shareholder name (or partial name). It is complicated by some holders who have multiple accounts with the same name, as you need to select each holder to reveal the actual number of shares they hold and then add the total together. Generally, it takes 30 - 60 minutes to go through a top20 list and check/compare with the last list.

It works best with regular visits, so that one has an up to date list to use as a basis for comparison.

The only problem is that one needs to sign some forms that make it difficult for one to then share such information. (The purpose of viewing the register must be for one's personal use - and I understand that sharing the info on a site like HC would therefor be a problem.)

As there are only 7 holders with 10 million shares as of the last top20 (25th Sept), and 4 of the holders that had 10M+ shares hold less than 5% of the total shares, so would not need to report, it would not take long to find out who sold, and possibly who bought.
