Pretty sure the whole 60% will go back to OEL with breach of contract and no wells drilled.
Not sure about an OEL compensation, but pretty sure BHPP will have to pay some sort of relinquishment penalty to the DOE.
On form, I suppose we should hear about BHPP/PNOC-EC and SC59 in the not too distant future.
