D&C, you're right about the Buddha refusing to answer this question. Anattta refers to the being no "self" (soul or otherwise) to be found in all conditioned phenomena (lokadhatu). Whether the Buddha is, is not, both is and is not, neither is nor isn't are question he remained silent about. In several schools of Buddhism there is a concept of a universal conciousness were enlightened beings transcend individual identity and merge with a universal "something" (to hard for common words to describe). In so much as many faiths regard the "soul" as retaining an individual identity the Buddha's teaching would be contradictory to this.
