what is going on?

Extract from Sihayo Web Site:
"To date we have identified a 1.4M oz JORC compliant Resource at our Sihayo Pungkut project that is in the final stages of a Definitive Feasibility Study. We have commenced the process for Permitting and Approval and aim to have this completed by the end of 2013."

These guys have been in the 'final stages' of the DFS for 3 years now...

Is the DFS really in its final stages? When will it be completed (they've had an inordinate amount of time to polish this alleged DFS). How's the permitting going? How does the recent MEMR 27/2013 affect them? Why are the CEO's resigning? Has this thing got any hope of getting up and running?
