As you seem to be an expert on the coalition plan. I was wondering if you could tell me how the Emissions reduction fund works.
I know that those companies that reduce their carbon output below their predetermined historical level can sell their "carbon credits" to the fund in a reverse auction process.
I know those whose output stays the same can go on as before but what happens to those companies that go above their cap?
Will they be penalised or not?
If they are penalised will it be a carbon tax under a different name?
If there is no penalty where is the incentive to act on their carbon output?
