I assume that Japan has largely done away with P3 trials due to their aged population which will only continue to age for another 10-20 years before it re-youths.
I would assume the government has done this due to their large % of old folks and trying to get life saving but more importantly extending medicines going quicker and are ready to take some risk to achieve this.
