stainless oversupply

could someone with some metalugical knowledge clarify what types of alloys Mn is utilized ? Is Mn used in ordinary mild steel ? Is it only used in stainless steel or in other alloys ?
my take on the subject is that whilst steel production is up, there is an over supply of stainless and that is what is hurting Mn. Of course the demand for stainless will rise probably faster than ordinary steel as it is a high end product, and of course demand for Ni goes with stainless. Is there anyone with knowledge of this area ?
