My take on it:

The market had not really factored in this move by the Indonesians - primarily because people simple thought they would back off from it. It looks like actually meant and if that does tanspire, this could lead to a major dislocation in the tin market. Where that leads is up in the air but this is a supply 'shock' in the making and the market will have to adjust.
