Spend that much money on a hydro-elecrticity plant and you solve a major problem in part...keep doing it and you solve it entirely.
The saying, in these matters, "that's just the way it is" is offensive. Alternatives are available. The coal is going overseas anyway!!! So it's no excuse. Keep coal domestic if it means ruining a major landmark.
