I don't want to get into what authority has jurisdiction over activates that I don't have any expertise in but it seems strange to me that Ablation isn't considered "crushing". I thought that Ablation uses water pressure to break up host material and I'm surprised that is considered so different to putting the host material through a conventional crusher.
Maybe because the use of water helps contain airborne particulates?
