I tend to agree. OH is a very smart man and happy shareholders are good shareholders. OXR have the capacity to pay a dividend and reduce debt at the same time.
Additionally, they have banks knocking at their door offering finance for PH, so I doubt there will be any need to raise funds by way of share placements for that one.
