Japan historically has been very unintelligent and lazy about the way it has employed nuclear. There are areas of Japan that are too unstable for nuclear, too near fault lines or other unstable areas. Fukushima is one. In addition the reactor that was hit at Fukushima was supposed to be replaced a year before the tsunami. Ironically Australia is one continent that meets all the criteria for safe use and storage of nuclear (just ask Ziggy) .... but that is another debate for another time!
My feeling is Japan will employ nuclear again but be selective in which reactors it restarts and there will (in the long term) be a move towards new generation reactors (whose safety even in the face of natural disasters is many times greater than Fukushima).
Hopefully the cost blow outs experienced in building modern reactors is and will be sorted out. The move of Britain and some of the Oil states to nuclear is a clear indication that this process is happening
