You have to look at the circumstances surrounding that purchase. He didn't just one day say "hmmm I think I'll buy more shares". He had to buy them because no one was taking up the CR.
From memory the CR deadline was extended for a week, still no one was taking it up, then close to the deadline he bought some in an attempt to instil some confidence into the market.
