I should add though that in my previous post I was referring to what are generally regarded as hard drugs (the highly addictive ones that eventually kill their users) and not soft drug use.
I think the penalties for soft drug use are about right here and too harsh in Asia, especially considering there is widespread use of soft drugs in Asia.
