The first, which was apparently stated would mean the 11ktpa for the entire 1/4 - IMO. The second would mean at this rate at some time during the 1/4.
One small word (in bold) can make such a difference. Now of course we still need LYC to prove the output as opposed to intentions - as we have seen from recent history intentions are all very well but do not pay the bills.
