Yes you can get so stoned that you would be completely unable to drive but a few tokes on a joint effects no more than a couple of beers.

Yes it's illegal to drive if you have been smoking dope but the test they do only shows if you have recently smoked ie that day not if their is THC in your system.

Of course not smoking tobacco at all is better but I very much doubt one or two a day would have much effect.

In days gone passed particularly with southern Europeans it was common to have a wine or beer with lunch at work. I have worked while stoned, operating machinery ect. Not big deal just alway only enough that I was under control
