Firstly, not driving a private vehicle the same distance on the roads each day isn't a life and death issue.

Secondly, unlike your meaningless medicine analogy, those with a private car have numerous options the patient doesn't, including, driving less,using other means eg plane, boat, train, bus, taxi, walking, getting a lift, ordering home delivery etc just to name a few.
