If Mr Shang and Mrs Hai get 40 mil,,,, that by way of relinquishing any further briquette factory handouts ensures lignite generators have cheap startup and cheap locally available thermostatic feedstock. Very smart business really.
Explains in part the 10% across the board power price hike in VIC which was contra-intuitive to the Coalition's slant on emmisions slugs imho.
