Yes he often stands within the 10. Outside backs are more likely to get away with this as it is away from the ruck where 95% of the play is focussed in League.
Some times just rushes up from marginally onside position. As the play is forced the other way, the refs thinks (wrongly) well it didn't really affect play anyway and I don't really want a spray from the tool anyway.
He can get found out by a fast quality centre like Lyon or Jennings but it usually works well for him.
