If the police have a reasonable suspition that anything being carried is likely to be used as a weapon, they have a duty to take appropriate action against that person. I remember that many years ago a student protester was arrested for carrying an offensive weapon. It was his motorcycle helmet!!! I believe that he was convicted too.
