This is a pretty common thing in Africa, where people pay big money to go hunt big game, with that money then used to support anti-poaching programs and what not. I imagine that the shooter will probably keep the head as a trophy and the locals will eat the meat?
whether it's an effective program or not, well I don't have enough info to decide but on the surface I can see the merits
