My interpretation is it's a step they have to go through to get FDA approval for the IND. If you look at MSB's announcements on the 27 Nov 2011 and 13 Feb 2013 you will see some better explained releases re manufacturing agreements and reasons for them.

I have only got a very few of these, less than 1% of my portfolio (26c average, so underwater) just because it looks like an interesting turn around situation. I tend to buy some to ensure I keep a bit of an eye on a stock a bit more than if I don't have any, then when/ if I see signs of life I might step up the buying. CIR not there yet imo, but they have interesting potential, if they can get their act together.
