Firstly, young people are not flushed with funds and can't afford to be having their first drinks at a nightclub at $8 to $10 a drink.
Therefore, they usually congregate at pubs (or a party) where drinks are generally cheaper and they can actually have a conversation/socialise without the noise drowning them out. Then when they are semi charged they head to nightclubs.
If it is a Friday night, 11pm is not that late considering most have to get home, shower and dress and probably get to a pub/party by 7pm.
