Here's the deal. In Victoria, there's grace for speeding fines where the alleged speed is less than 10kms over the speed limit and that the driver has not incurred a fine in the last 3 years.
I have successfully avoided paying fines for myself and have helped others get off as well by appealing under that ruling.
Yes, it is too easy to creep over the limit, but keep it less than 10kms over the limit and there shouldn't be a problem. Also, many roadside camera cars stick out like a sore thumb - is that deliberate? I suspect yes, as alert drivers that occasionally drive beyond the limit are a better drivers than the slower, but inattentive drivers.
