In the Philippines much 'policy discussion' happens in the media and anyone with a view can say something. Even if this is the head of a department it is not necessarily the official view of that department until an official announcement on a website or letter on official letterhead. If RED or any other business operating in the Philippines reported something that was released in the press by a government or church official then there would be 100's of releases every month that go nowhere. It would actually inflame things and lead to 'cherry picking' which announcement via the press was deemed official enough to report to the ASX.

I comment very little on things and am no fan of RED but see what some people state as very one sided.
