There is a culture with in Local, State and Federal Governments that their purpose in life is to provide not just the things that otherwise would not be provided for the community but to go as many steps as they possibly can to deliver the next "I Want".

Unfortunately politicians get elected on their promises and voters vote for the politicians that make the best promise.
