Sounds a bit like collective farms in the USSR. Unless dedicated hands-on-managers with financial interest were found, mangers will end up using their company cards to good use like the brothels.
They had good owner managers but did not bring in expertise to go with the flow. Re-establishing it under a free market system would be pretty tough.
