Solar, wind, nuclear, gas, etc, should be in the market on their own merits. At present, none of the unreliables can compete with coal. IMHO at some future time solar will.
Coal-fired power stations are pretty clean with today's NOx & SOx scrubbers etc. It's not very smart strategy to prevent Australian use of cheap efficient coal, while supplying the Chinese.
CO2 emissions can very safely be ignored. As Richard Lindzen testified to the UK Government's parliamentary hearing on Jan 28 : "Whatever the UK decides to do will have no impact on your climate, but will have a profound impact on your economy.". Australia's a much smaller fish than the UK, so the same applies here in spades.
