We have this bit of comedy from the article you posted.

Wow, workers work extra hours during the month, so instead of being paid overtime for the extra hours worked, they take the time off in lieu of time worked.


And even more comedy from the article.
"...As to rates of pay, they look pretty generous when you add in the allowances and overtime, etc..."
My pay always looked better with overtime and bonuses.
