It's not price sensitive because the market has known about this SPP for about 3 weeks.
It should be price sensitive. Price sensitive would indicate an announcement that has the potential to affect the share price of a company. It's 20% down.
Issuing 2/3rds more shares than the market expected to me is worth of a price sensitive announcement.
