The Australian Institutions are spending investors money. Hence why they have to apply some better and proper DD before investing. They do not invest any money in gambling like going to the races.

On the inverse, the Chinese are spending Govt. money or they need their approval before doing so. Besides what they have invested in CDU to get their foot in the doors, is only peanuts on what they will get in return.

Security of supply and a discounted price for their troubles are just two of the reasons that quickly come to mind.
