As the World Bank ratified the political risk coverage for AVM in May 2005, well after the Kilwa incident, they are in danger of being embarrassed if there is any evidence that AVM was involved in the incident.

It was always my suspcion that the WB report would sit on Wolfiwitz' desk long enough to see what anyone else could dig up, if after long enough nothing came up they would release it. We already know it's been sitting on his desk since October.
