I know it was probably a rehtorical question - but the simple answer is "we aren't competitive". Despite the good fortune and riches mother nature has provided us with, when we add polticians,judiciary, administrators and special itnerest Groups we pretty much kill it all. Car industry gone, Manufacuting base decimated, Steel industy - do we have one left ?, Building industry - (amongst) the most costly in the world ....
... and yes Snotty if your are listening... the minerals in the ground are acutally resources mother nature has provided - so lets use them, sensisbly - but use them - if you don't want to use mother natures resource, please dont' eat any food , don't drink any water, don't breathe the air, or have nay use of the sun light and heat.
