Oh well, if it is so, the big losers are the PNG government and landowners: more bureaucratic delays = less foreign investors = less money coming. I am sure, they are all keen to speed up the agreement and cover up the embarrassing failure.
For Horizon, a good lesson to learn considering the other PL21 licence pending. It was clear since last year, the HZN management team stupidly underestimated the licence issue in PNG. I guess, this is the price HZN has to pay for its inexperience as main operator of a oil/gas project.
