Sought clarification with native Chinese ppl - and the web.

CNY holiday is typically 10-14 days depending on when it falls (i.e. including weekends etc).

Yes commerce slows in the two weeks preceding (I suppose much like in Western society - the article says as much).

Normal business pick up starts after 5th day (when you hear all the fireworks to welcome the new year business - Chinese ppl like to earn money - so taking 40 days off is a bit much - this is early Feb this year).
The 15th Day is when school kids go back to school - end of Lantern festival.
They had no idea what the 24th Feb was suppose to mean (and they come from China).
