That's not to say there isn't an argument that can be mounted to justify the attacks, although two strikes seems like overkill. Terrorism's been used in warfare since the Romans sacked Carthage. What is disturbing is the puerile way the US under Bush has hijacked the word as a justification for any criminal act - criminal under the Geneva Convention, criminal under international law and criminal under the US constitution.
