i have seen the same problem here in Vietnam. pollution in china is a huge problem to the point people stay in doors.

the method to produce steel will change not only in the way its done but where its done. they will move people away from industrial areas, or move industry away from urban areas.

To fix pollution requires changes to town planning or industry planning. all this requires infrastructure.

they are doing it here now. moving factories. Making ways to get materials to those factories and back to port. roads, rail are being built. this is also more true in china. we saw with the new government policy a trend to this
implementation of planning.

all needs steel. steel is self feeding.
