Im thinking maybe if they can afford to buy another ship then you would think common sense would tell you to pay for a few days training by a Japanese English speaking person with knowledge of the ship.
Sounds like they knew the switch was faulty and went ahead with the transfer anyway. Very dangerous procedure using faulty fuel transfer equipment.
The company should have a large fine placed on them and the ship should be classified unfit for sea duty until the whole ship has had a survey done.
