"Sophisticated" investors include Average Joes who use a broker in on the issue. If they don't take up their entitlement, the broker can usually place them so at least the new issue is done and dusted within the time frame.

Be interesting to see (a) what the sp does and (b) whether recipients of the new issue hold or take a profit (assuming that they trade 60c+).

Reality is though, capital is diluted and there's always an overhang of shares threatening to be dumped...just like us Average Joes!
