"Are the laws of economics an evolutionary force?"

It's occurred to me to wonder if the increasing polarisation of income levels isn't something of that kind, particularly if less intelligent people become unable to afford to reproduce (or perhaps even survive). I'm thinking particularly of a context in which populations eventually may be forced to contract or at least plateau. I'm wondering if this evolutionary effect hasn't been accelerated as an unintended consequence of the web's selective economic empowerment of the intelligent. I suggest that such a tendency, if it is developing, needs management to limit inequalities. Perhaps genetics can ensure in future that all offspring are much more intelligent than their parents.
