That is not how a JV works. Perhaps WEC should have gone into a similar arrangement with owner of the Indo mine and they would not have been bent over a barrel.
That brings up another point:
According to the CSIROs figures MRC/CWS from lignite costs around $2-3/GJ (incl coal)to produce and ~$4-6/GJ (incl coal) for black coal/UCC.
From my research it appears that coal slurry becomes very competitive under the $4GJ price point, which is probably why you have the opinion you do about UCC and why Yancoal is meeting with Exergen.
