I wouldn't say I am surprised that ASX is not asking questions about BLT's response to the speeding ticket, though on the face of it, it seems to me somebody, either ASX or ASIC, should be asking questions.
It seems to me the only way the company could state to the ASX on Friday Feb 21st (the last trading day before the issue price was agreed):
"The Company is not aware of any information concerning it that has not been announced to the market, which, if known by someone in the market, could explain recent trading in its securities."
would be if negotiations on the placement only commenced after that announcement was made on 21st and that they were concluded in time for the placement to be announced on Monday 24th at 9.18am.
Are these sort of deals stitched up that quickly ?
